Yes, that's right, Hecate stole the power of the Inverted. She actively embraced her opposite, bringing even more malevolent magic to the DC multiverse.
She roared at the mages, promising them the dark magic they desired—a magic capable of tearing the world apart. This power would erode and destroy them from within, spreading endlessly and irrevocably, never to be sealed away. When she bestowed this power, her heart was filled only with malice and hatred; her maternal side had been completely replaced. Hecate donned a new face, a vengeful one; she became the embodiment of hatred, letting this power surge through the world.
Furthermore, he wanted to make the gods experience his wrath, to remind them of his high position in the universe, and of his extraordinary and terrifying power. If they dared to betray him again, he would use that power to end their divine authority. She saw the fear in their eyes, and she knew they understood.
